Associations

Neighborhood Legal Services Association elected officers: President: Mary K. Austin, associate counsel, UPMC Health System; president-elect: Efrem M. Grail, partner, Reed Smith; vice president: Sylvia Basich, Beaver County Clients' Council; secretary: Laura Cohen, founder and managing attorney, Family Legal Center; assistant secretary: Nancy L. Jones, president-elect, Central Clients Council; treasurer: Stella L. Smetanka, University of Pittsburgh School of Law professor; and assistant treasurer: Rochelle Jackson, welfare client advocate/organizer, Just Harvest. The board also welcomed five attorneys, who were appointed by the Allegheny County Bar Association, to 3-year terms: Laura A. Candris, senior counsel, Meyer, Unkovic & Scott; Sarah L. Carlins, associate, Eckert Seamans; Gary M. Lang, Feldstein, Grinberg, Stein, & McKee; Max W. Laun, senior counsel, Alcoa Inc.; and Mark T. Vuono, member, Vuono & Gray. In addition, Pennsylvania State Sens. Jane Clare Orie and Jay Costa Jr. were reappointed to the board. Sen. Orie represents Pennsylvania's 40th Senatorial District and is also the majority whip. Sen. Costa serves Pennsylvania's 43rd Senatorial District and is also the Democratic chairman of the Senate Judiciary Committee.

Aviation

Voyager Jet Center named Daniel Flynn manager of dispatch.

Banking

Federal Home Loan Bank of Pittsburgh elected John S. Milinovich to its board for a four-year term. Mr. Milinovich is executive vice president, treasurer and chief financial officer of Washington Federal Savings Bank.

Consulting

Standards Management International named Ray Morris a principal.

Health

M. Ilyas Kamboh, professor at the University of Pittsburgh Graduate School of Public Health, was appointed chair of the school's Department of Human Genetics.

Ohio Valley General Hospital said Dr. Samina Naseer joined its Wound Care Center. Dr. Nasser will be working at its Wound Care Center in Kenmawr plaza until the Satellite Wound Care Center and primary care office in the North Hills is operational.

Foundation Radiology Group hired Dr. Sanj Katyal as senior vice president of clinical operations.

Education

Linda Morlacci joined the University of Pittsburgh at Greensburg as the manager of foundation and corporate relations.

The Early Learning Institute named Kara Rutowski executive director.

Law

Spilman Thomas & Battle said Allison L. Carr joined as an associate. Ms. Carr's areas of practice are immigration law, general litigation and construction law.

Daniel H. Brean joined The Webb Law Firm as an associate. Mr. Brean specializes in the areas of patents, trademarks and copyrights.

Ryan J. Miller was promoted to associate at The Webb Law Firm. He works on various patent, trademark, and copyright matters.

Sean M. McGovern and Krista-Ann Staley joined Babst, Calland, Clements and Zomnir as associates. Mr. McGovern joined the environmental health and safety services group. Ms. Staley joined the public sectors services group.

Legal

The Cook Law Group announced its association with 1st Watch. Robert J. Steckler was appointed president of 1st Watch, Kathleen A. Tibbott, vice-president of sales, and J. Bradley Usher, account executive.

Manufacturing

Ashley Amick was promoted to employment representative for Koppers Inc.

RTI International Metals Inc. promoted Alan Miller to general manager, manufacturing, at RTI Niles located in Niles, Ohio; and Richard Lidstone to general manager, RTI Martinsville located in Martinsville, Virginia.

Professional Services

Oxford Solutions hired Gary Matson to lead the human resource services division.

Technology

Robert McFarland was named senior vice president and general manager, SAP Retail Inc., a subsidiary of SAP Inc.
